Huh, I have the same thing unchecked and have never had issues with it toggling. How frequently does it toggle off? Are you using any third-party mobile apps or RES?
Also curious to hear if anyone else has experienced this. If it's happening to a subset of people, knowing that might help us narrow down the cause.
